Director - Enforcement
Main Responsiblities:
· Primarily responsible for managing the operations of the Enforcement division including scoping and managing investigations, and carrying out enforcement related activities in relation to regulated firms and individuals in the areas of Asset Management, Capital Markets, Insurance, Banking, Lending, Islamic Finance, and other related financial services.
· On a local level, relationships with local law enforcement agencies must also be maintained to ensure effective co-operation on enforcement and related matters.
· In conjunction with these responsibilities, to also conduct reviews of enforcement models in other jurisdictions to ensure QFC division is best in class.
· The Director will also play an essential role in the project to form a single integrated regulatory body for the state of Qatar
· In this capacity the Director will provide leadership, build effective teams, manage the divisions' transition and assist in designing the structure of this function within the new organisation. This project may involve reviewing divisional operations, retaining qualified staff, and implementing new work flows appropriate to the new organisation.
Essential Skills & experience:
· 12+ years post qualification experience working with regulatory enforcement division focused on banking, financial services and securities.
· Expert knowledge of enforcement procedures investigation, evidence rules, and prosecution processes
· Expert knowledge of international financial services enforcement practices and institutions, including experience working with industry standard setting bodies
· Significant experience and understanding of all areas of financial services, including AML / terror financing
· Bachelors Degree in Law or Legal Studies, JD, or other relevant legal degree, Masters degree in law (LLM) is preferable
· In-depth understanding and experience of law and regulation.

Director - Risk Management
Main Responsiblities:
· Supervise all components of the QFC Regulatory Authority’s enterprise-wide risk management and risk management methodologies, including risk diagnostics, identification, quantification, policies and procedures, monitoring, corporate governance and reporting, and risk technology systems.
· Work with Divisions to manage risk associated with the discharge of their regulatory mandates. In this connection, to provide independent recommendations to the Divisions and senior management of the improvements that may be required.
· Work with IT and the Divisions to create and implement early warning systems, predictive tools and trend analysis to interpret regulatory data and anticipate and address changes in the risk profile and risks to our Regulatory Objectives.
· Provide risk analysis of new product developments and policy initiatives (through the use of data modeling statistical analysis and trend analysis) and ensure that the Divisions are properly reflecting such risk analysis in the discharge of their regulatory objectives.
· Ensuring that the Regulatory Authority is proactive in preparing for issues of a systemic nature or crises that require direct action by the Regulatory Authority and/or co-ordination with other regulatory bodies.
· Monitor market and regulatory developments internationally and in the regional to ensure that the Regulatory Authority’s identification of risks to its Regulatory Objectives is best in class and, in the execution of its mandate, reflecting best practice.
· Analyze and assist regulatory operations with the full lifecycle of enterprise-wide risk management implementation, integration business process redesign, communication and training.
· Define and manage project work and selected work streams in enterprise-wide risk management and risk systems integration. Identify, define and document complex business specifications for risk platforms and procedures.
Essential Skills & experience:
· 12 + years of hands on financial services regulatory experience
· Knowledge of all components of enterprise-wide risk management and risk management, including risk processes, appetite and tolerances, risk quantification, governance and reporting, and technology and systems.
· Significant experience and expertise of enterprise-wide risk management and understanding of financial, regulatory, and economic risk factors. Includes knowledge of the risk tools and processes within a specific risk area including risk diagnostics, policies and procedures, industry best practices, risk assessment, key driver analysis, risk quantification and modeling,
· Proficiency with enterprise-wide risk management software implementation and use and experience in applying finance-related computational techniques

Associate Director - Insurance Supervision
Main Responsiblities:
· Identify risks to regulatory objectives and manage the implementation of supervisory risk identification and mitigation programmes in respect of authorised insurance institutions including (re)insurers, captives, financial advisers and intermediaries.
· Ensure that the ongoing supervision of insurance institutions is handled with efficiency and that strong constructive relationships are developed with the senior management of the authorised insurance institutions.
· Establish a pro-active, risk based supervisory approach to the mitigation of risks.
· Resolve escalated issues and ensure the timely flow of management information within the Regulatory Authority.
· Work closely with other Divisions to resolve issues arising from the insurance institutions he/she supervises.
· Manage and meet performance as well as supervision service standards.
· Present recommendations to the Director and Managing Director for supervision issues and policy matters.
· Ensure that the Regulatory Authority remains at the forefront of insurance regulatory developments and input into the development of new policies and supervisory activities.
· Manage, any senior associates assigned to him/her ensuring proper work allocation and supervision, and where necessary ensure that the skills and experience of any subordinates are developed.
Essential Skills & experience:
· 7-10 years relevant experience supervising reinsurers as well as retail and commercial operations of general insurers and life insurers.
· Experience of supervision of Takaful entities, captives and intermediaries would be an advantage.
· Graduate or post graduate qualifications in insurance, finance or accounting from recognized institutes or professional bodies.
· Ability to perform detailed analytical work using accounting information and prudential returns.
· Strong personal skills – people management, self motivation and team player.
· Strong verbal and written communication skills.
· Knowledge of the Region would be an advantage as would the ability to read and speak Arabic.

Associate Director - Enforcement
Main Responsiblities:
· Develop appropriate liaison with other regulators maintaining a constant flow of information and cooperative sharing of best practice
· Receive visitors from other International Regulators, attend regulation industry events, train international regulators on QFCRA process and when required act as the contact person for cooperation on international enforcement actions
· Ensure that effective co-operative relationships are developed with other Divisions, regulators, central banks, and with other regulatory and enforcement bodies, that includes - assisting with internal general legal concerns and providing legal advice on a wide variety of topics as required
· Manage any Senior Managers, Managers, or Case Officers/Analysts assigned to him/her ensuring proper work allocation and supervision, and where necessary ensure that the skills and experience of any subordinates are developed
Essential Skills & experience:
· Bachelors Degree in Law or Legal Studies, JD, or other relevant legal degree
· In-depth understanding of law from a common law jurisdiction
· Knowledge of investigation, evidence rules, and prosecution processes
· 8+ years post qualification experience working with investigations of financial crimes, AML, corporate governance, of prosecution of a financial services and/or regulatory focus.
Special Training and Knowledge:
· Masters degree in law (LLM) is preferable
· In-depth understanding of Qatari State law
· High level communication skills – oral and written.
· Professional Qualifications are desirable in finance, accounting, anti-money laundering/combating terrorist financing or forensic accounting.

Senior Associate - Banking
Main Responsiblities:
· Ensure that the ongoing supervision of Banking institutions is handled with efficiency
· Develop strong constructive relationships with the institutions assigned
· Establish a pro-active, risk mitigating supervisory approach
· Be alert to issues that require escalation and will ensure the timely flow of management information within the Authority
· Work closely with other Divisions to resolve issues arising from the institutions he supervises
· assist, where required, with the development of prudential policy (e.g. in respect of Basel II), working with colleagues in other Divisions to ensure the Authority remains at the forefront of regulatory developments
· Assist in the application of new policies in supervisory activities
· Manage any Case Officers / Analysts assigned ensuring proper work allocation and supervision, and where necessary ensure that their skills and experience are developed
Essential Skills & experience:
· 3 to 5 years experience in working within a prudential or consumer regulatory environment or a similar role in a firm .e.g. Compliance Oversight, Risk Management, Internal Audit.
· Personal skills - people management, self motivation, team player
· Graduate in a relevant field e.g. Commerce, Economics, Law etc.
· Specialist knowledge in one or more sectors e.g. Banking (including Islamic) or Asset Management Knowledge of the Region would be an advantage as would the ability to read and speak Arabic
