NATIONALISATION
Qatar’s National Vision 2030 envisions the country’s path to becom-
ing a knowledge-based society with substantial business sectors in
areas other than fossil fuels. The finance sector is a key area of focus
for Qatar, with the State’s regulators playing an important role in
the industry’s development.
In 2015, the Regulatory Authority launched Al Masar, an ambitious
programme for both Qatari fresh graduates and more seasoned
Qatari employees to meet the organisation’s need for qualified sub-
ject matter experts and leaders, and to create a lasting legacy of
financial regulation for the State of Qatar. Recruitment targets are
individuals who are interested in careers in the core business areas
of Supervision and Authorisation, and Policy and Enforcement.
In October 2016, Al Masar was shortlisted for the prestigious, regional
GCC GOV HR Awards. The awards recognise, promote and reward
excellence, professionalism and outstanding achievements of gov-
ernments, business organisations and individuals who have raised
the benchmark of people performance across the region. Al Masar
was nominated in the “Most Distinctive Learning and Development
Strategy” category, and the Regulatory Authority was one of four
shortlisted organisations out of 50 for this award.
The custom programme guides Qatari employees through five
developmental stages at their own pace, brought to life with
defined competencies, professional training, coaching, seminars
and staff mentoring.
With Al Masar, the Regulatory Authority’s Nationalisation effort has
grown enormously, benefitting not only the employees for whom it
provides a framework for success, but the organisation and Qatar’s
financial sector. The Regulatory Authority has 105 employees, a
small group charged with matters of great importance to the long-
term development of the State’s economy. The data behind the
first year of Al Masar attest to the impact of the programme, not
just on the Regulatory Authority, but on partnering organisations
and local university students alike.
